VDRC does not replace statutory tasks, response structures or leadership functions of municipalities, RFO, ZSO or the canton.
VDRC does not take incident command and does not assess the performance of RFO, ZSO or the canton.
Confidentiality and independence
RFO experience supports subject-matter understanding, but must not be understood as private mandate authority. VDRC works outside the RFO role, with clear boundaries and without using confidential information.
